NOTICE OF RECEIPT OF BALLOT TITLE
CITY OF UMATILLA,
UMATILLA COUNTY, OREGON
NOTICE IS HEREBY GIVEN that the City Council of the City of Umatilla, Oregon, has approved a resolution calling for a measure election on Tuesday, November 4, 2025, to be held within the boundaries of the City of Umatilla, in Umatilla County, Oregon. The election shall be conducted by mail. The following question will be submitted to the qualified voters thereof:
CAPTION:
BONDS TO REPLACE POLICE STATION TO ACCOMMODATE PROJECTED POPULATION GROWTH
QUESTION:
Shall the City issue $19,800,000 in bonds primarily funded by corporate payments to replace Police Station with a modern facility? If the bonds are approved, they will be payable from taxes on property or property ownership that are not subject to the limits of sections 11 and 11b, Article XI of the Oregon Constitution.
SUMMARY:
If approved, bond proceeds will finance capital costs, including:

Construction of a new police station on the existing site, designed to meet the City of Umatilla’s growth needs over the next 20 years;

Demolish existing facility;
-
Site and utility improvements; furnishings, equipment;
- Bond issuance costs.
Bonds would mature over a period not exceeding 20 years from issuance. The tax rate is estimated to be $0.27 per $1,000 of assessed property value. The levy rate may differ due to actual interest rates and changes in assessed value.
Data center corporations participating in tax abatement incentive programs would pay bond contribution payments equivalent to their abated tax. Corporations would contribute an estimated 93.5% of overall bond payments over the bond term.
If bonds are approved, the City would establish a Residential Public Safety Account Credit. Residential property owners would receive an annual credit on their City utility bill equal to their prior year property tax payment for the police station bond.
A citizen oversight committee would be established to ensure proceeds are used for purposes indicated.
The ballot title for the measure referred by the City has been filed with the Election Officer of the City of Umatilla, Oregon, on August 12, 2025. The ballot title caption is “Bonds To Replace Police Station to Accommodate Projected Population Growth.” Pursuant to ORS 250.296, an elector may file a petition for review of this ballot title in the Umatilla County Circuit Court no later than 5:00 p.m., August 29, 2025, and notify the City Elections Official by said date.
