Police Bond Oversight Committee

APPLYING FOR THE POLICE STATION BOND OVERSIGHT COMMITTEE.

On November 4, 2025, City of Umatilla voters approved Measure 30-168, a $19.8 million bond to construct an all-new Police Station. With the bond’s passage, the City is establishing a Police Station Bond Oversight Committee of 6-8 community members. The Committee will serve throughout the construction project, estimated to run from January 2026 through November 2027, with substantial completion in late summer 2027. Committee members are unpaid volunteers. Oversight Committee members must be a resident of the City of Umatilla, be registered to vote, may not be an elected official, City officer, agent, employee or family member of an elected official, officer, agent, or employee of the City of Umatilla; and may not be associated with any vendor or potential vendor who may be a contractor or sub-contractor of the project, or be a consultant of the City of Umatilla.

The Oversight Committee serves in an advisory role and does not have decision-making authority. The Oversight Committee shall meet at least quarterly and plans to provide at least annual and semi-annual written progress reports to the community and City Council. The Oversight Committee shall be responsible for:

  • 1) Reviewing the work of the City’s architect and hired contractors
  • 2) Reviewing financial statements, project scope, design documents, and bid solicitations to ensure that bond dollars are only being spent on projects approved by voters
  • 3) Regularly inspecting the project’s facilities and grounds to ensure bond revenues are expended appropriately
  • 4) Making recommendations to the City Manager as to policies and procedures which will enhance accountability for bond dollars to stakeholders, including community members, and
  • 5) Assisting in maintaining public trust and confidence in the City through active involvement in community-related activities related to the bond project.

The Oversight Committee shall provide its Annual Report in spring and Semi-Annual Report in winter, in addition to maintaining consistent communication about its progress via the City’s website, social media accounts, newsletters, or other communication distribution strategies they deem appropriate. The Oversight Committee shall have no independent authority to obligate City funds, and its recommendations will inform program decisions made by the City Manager and/or City Council. The Oversight Committee will work directly with the City Manager and will be granted access to reports, construction sites, and documents pertinent to their charge. City staff and service providers will be made available to the Oversight Committee upon request.
