Umatilla Business Center Project

The City of Umatilla invites qualified and interested General Contractors, subcontractors and suppliers to submit General Contractor bids and sub-bids to general contractors, for the construction of our new Umatilla Business Center & Associated Improvements Project in Downtown Umatilla, Oregon.  Our project constructs a new mixed use 11,500 square foot Business Incubator building on two levels, as well as a new public multi-use plaza, pedestrian-paved thru-block alleyway, new parking lot, and full and half-street improvements on two sides of our ¾ of a block project.

Sealed bids will be received by the City of Umatilla at 700 6^th Street, Umatilla, OR 97882 until 1:00pm, September 20, 2024 at which time bids will be publicly read aloud. Within 2 working hours after the date and time designated for bid opening, the Bidder’s shall submit to the City the First Tirer Sub-Contractor’s Disclosure Form. If a First Tier Sub-Contractor Disclosure Form is not received by 3:00pm the bid will be considered non-responsive. Proposals should be clearly marked “Umatilla Business Center” showing the date and time of the bid opening, and shall be delivered to the City of Umatilla, City Hall on or before the above bid time. No faxed or electronically submitted bids will be considered.

A mandatory Pre-Bid meeting for all bidders will be held September 10, 2024 at 11:00am at Umatilla City Hall, 700 6^th Street, Umatilla, OR 97882. Prospective prime bidders are required to attend. It is highly recommended for other major subcontractors to attend and major suppliers are welcome. Statements made by representatives at the pre-bid meeting are not binding upon the

Contract unless confirmed by written addendum.

This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program.

Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 60 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.
