Elections
The General Election will be held on November 5, 2024. Terms of office for Councilor Daren Dufloth (Position #2), Councilor Ashely Wheeler (Position #4), and Councilor Roak TenEyck (Position #6) expire on December 31, 2024. Council Positions for Position #2, Position #4, and Position #6 will be on the November 5, 2024, General Elections ballot. The respective position winners of the election will serve a 4-year term that commences in January 2025 and will expire in December 2028. City Council positions are non-paid, voluntary positions.
Persons interested in running for office must file an application and pay a $10 fee or collect 25 signatures of qualified, legal voters of the City of Umatilla. Candidates must be registered voters in the State of Oregon and have lived in the City of Umatilla one year immediately before the election or appointment to office.
There will be a forum to answer any questions for anyone intending to file for a position (time and location will be determined as the deadline approaches).
The first day to file is June 5, 2024, and the last day to file for Council positions with the City Recorder is August 23, 2024, by 5:00 p.m. The last day to file with the County is August 27, 2024.
QUALIFICATIONS TO RUN FOR OFFICE:
- The mayor and each councilor must be qualified electors under state law and reside within the city for at least one year immediately before election or appointment to office.
- No person may be a candidate for more than one city office in a single election.
- Neither the mayor nor a councilor may be employed by the city.
- The council is the final judge of the election and qualifications of its members.

Responsibilities
In addition to various administrative duties, the Finance Department is responsible for the oversight of billing and receipting of utility accounts, budget preparation and control, debt management, grant accounting, investment management, accounts payable and miscellaneous billings. The Finance Department maintains the City's general ledger, generates the necessary management reports, and assists the auditors in the preparation of the City's annual financial statements.

Under the City Charter, the Mayor serves as the political head of the city government.
The Community Development Department oversees a broad range of functions in accordance with federal, state and local laws and City policy. The Department includes Economic Development, Planning and Mapping (including Geographic Information Systems)and Building. Code Enforcement is housed within the Police Department although staff coordinates on land use, solid waste and nuisance compliance. The Planning Commission ensures that the rules for how the land can be used, called the Land Use Code, are followed. They can advise the City Council and other essential groups about things like making streets bigger, putting in sidewalks, fixing traffic problems, making housing and buildings safe and clean, and setting rules for how tall and big buildings can be and what they can be used for.

Water is supplied to the City through the use of four of the five City wells. They are the Golf Course Well, Intertie Well, McFarland Well, Port Well and the original city well called the Old River Well which is not used now.

The Umatilla Municipal Court handles traffic citations within the City of Umatilla, City ordinance citations and Port of Entry citations. Weddings are performed in the Court Room from 8:00 a.m. to 5:00 p.m. After hours and weekend weddings can be performed at homes, parks and receptions. The fee for weddings is $75.00 and if travel over 20 miles is required, a mileage fee is added. If you have any questions about a ticket, or a wedding, please feel free to call us.

The Comprehensive Plan for the City of Umatilla is a set of rules that help decide how the City will grow in the future. These rules are made by the people who live in Umatilla and approved by the City Council. They tell us how development will be made and how we'll protect our natural resources in the City of Umatilla.
The City of Umatilla was first incorporated as Umatilla City on October 24, 1864 with a mayor, five aldermen, recorder, marshal and treasurer. The first mayor was George Coe. Disincorporation soon followed in 1866 because the citizens felt it was unnecessary to have the burden of a municipal government. Reincorporation took place in 1906 as the City of Umatilla.
The Street Division maintains all public roads within the city with the exception of 6th Street, Highway 730, Highway 395, and I-82, which are owned and maintained by the Oregon Department of Transportation. The Street Division employs two exceptional employees whom provide snow removal and minor preventative maintenance of over 18.5 miles of roadway.
A new sewer plant was built down by the Columbia River in 1999 and is operated by the Public Works Department. The Wastewater Division employs certified professionals who operate and maintain the City's Wastewater/Sewer operations. Wastewater Operations Division is responsible for the operation and oversight of the City of Umatilla Wastewater Treatment Plant (WWTP). The plant operates 24/7 and treats an average of 700 thousand gallons of waster water per day.
The Water Division employs state certified professional that help maintain and operate the water infrastructure, water lines, valves, and pressure reducing stations that distribute drinking water from the City’s water storage reservoirs,to the homes and businesses within the community. Their work includes the repair of water main and service line breaks which may occur between water distribution lines and meters, the replacement of meter box lids which may be missing or broken, frozen water pipes, fire hydrants leaking or damaged, and any problems associated with waterline construction or

Code Enforcement Officer, Tisa Coffey, is responsible for maintaining city code ordinances regarding vehicles, domesticated animals, and properties. If you have questions regarding the city code ordinances or you want to submit a complaint please contact the police department during business hours. If the matter is urgent you may also contact Umatilla County Dispatch Center at their non-emergency number (541-966-3651) after hours to have a police officer respond.
City of Umatilla is typical of rural Oregon, where agriculture is one of the top job creating industries. The Two-Rivers Correctional Facility is the city’s largest employer. In recent years, Amazon has developed several large data campuses in the city limits, creating family-wage employment opportunities for city residents and for the region. The Port of Umatilla is located in the city limits on the east end of town, adjacent to the Columbia River.

Inspection requests can be submitted online by 8:00am for the same business day. Please submit as early as possible to avoid email delays.
Inspections are only available for active permits issued by the City of Umatilla.
The City Transportation System Plan is a plan that tells the City how to take care of the roads and other transportation systems that we have now and how to plan for new ones in the future. This plan was made in 2023. The City also has two other plans that go along with the City Transportation System Plan. These are the Interstate 82/Highway 730 Interchange Area Management Plan (2012) and the US 730 Corridor Refinement Plan (2007). In 2000, the Oregon Transportation Commission adopted a plan for US 395 North Corridor, including the area in the City's urban growth area.
Planning Commission
The Planning Commission is a group of people appointed by the mayor who make decisions and advise the City Council about how to improve the City. They talk about things like making streets bigger, putting in sidewalks and parks, improving traffic, and ensuring houses meet zoning codes. They also make rules about how tall buildings can be, how big they can be, and what they can be used for.
The Planning Commission meets once a month on the 4th Tuesday, you can check the City's calendar to know when they meet.

On May 3, 2016, the Umatilla City Council passed Ordinance No. 811, amending Title 3, Chapter 5 of the Umatilla Municipal Code to update the Transient Room Tax Code to provide for an additional tourism promotion assessment charge to fund the construction of the Eastern Oregon Trade and Event Center.

HISTORY: I was born and raised in the Pacific Northwest. After High School I moved to Bellingham, Washington to attend Bellingham Technical College for Accounting & Business education. When I moved "home" (where my family resided), home had moved to Hermiston, Oregon. Even though the scenery looked much different than growing up in the Portland Metro area, I quickly fell in love with the community and the people.
Born in Buffalo, New York, and raised in Western Pennsylvania, I came to the Pacific Northwest in 1978 when my parents moved to Kennewick. After graduating from Washington State University in 1983 I moved to Umatilla in 1985, starting a career in agriculture working for Wilbur-Ellis Co. and starting a family with my wife Carla. Our son, who now lives in South Dakota, grew up in Umatilla graduating in 2006
Citizens of the City of Umatilla can take advantage of DISCOUNTED or free dump rates at Sanitary Disposal through the first week of April. Items too large for property owners to dispose of may contact the City Public Works Department, at 541-922-3226, Monday – Friday for assistance in removing large items and general information. We are seeking individuals to help with coordinating, translating, and general assistance for big cleanup day on Saturday, April 7th, 2018 Volunteers may also sign up by calling 541-922-3226.
The City of Umatilla is currently accepting applications for the position of Temporary/Seasonal Maintenance Worker. This position will primarily be assigned to City Park maintenance but may be required to assist in other departments as determined by the Public Works Supervisor. This Seasonal Maintenance Worker position will work 40 hours a week, Monday - Friday for a period of up to 6 months. Salary is $10.00 - $12.30/hour DOE.

City Council Updates:
City Council approved Little Libraries to be set up and maintained by Umatilla High School students. These Little Libraries are located at Nugent Park and Kiwanis Park. They contains books available to to the public for free.
Kiwanis Park is getting new playground equipment, two basketball courts and lights!

Planning Commission Updates:
You will notice a ton of construction around town especially with the all the schools in our City. McNary Heights Elementary will be doing internal renovations and adding a new gym. Clara Brownell Middle School will be doing internal remodeling and lastly the High School will be remodeling their entrance.

The City of Umatilla is requesting proposals from qualified consultants to conduct a two part analysis. The first component of this project will be a comprehensive water and sewer study. The goal of this study is to independently assess and evaluate the City’s existing water delivery and sewer service cost structure and provide a new 10-year plan with rates and guidelines. The broad objective of the study is to adequately fund water and sewer utility operations and infrastructure costs and promote conservation, while minimizing rates to the greatest degree possible.

This position also requires four years of experience with operations, repair, maintenance, and construction of water systems, wastewater systems, streets, and parks and at least two years of project management experience. History: I was born and raised in Spokane, Washington. After attending college in Salem, Oregon, and earning a teaching degree, I wanted to get as close as I could to my parents who still lived in Spokane. Well, Umatilla, is as close as you can get! I took a first-grade position at the elementary school, and figured I would just stay a few years and move back to Spokane. Well, that was almost 31 years ago! I have never wanted to leave my school district, nor this town. I have loved raising my 3 sons here!

The City of Umatilla is currently accepting applications for the position of Seasonal Maintenance Worker. Position performs a variety of manual labor activities in the Parks, Golf Course, Cemetery, and other City facilities and locations. This position requires a minimum of one year work experience in horticulture, landscaping or building and grounds maintenance preferred, or any combination of experienced, education and training which would provide a level of knowledge, skills and abilities required.
The City of Umatilla Police Department is looking for two full time Patrol Officers. The necessary requirements are as follows: Must be 21 years of age and a U.S. citizen. Must have any combination equivalent to graduation from high school or GED program. Must pass written test, oral interviews, medical physical and psychological exam. Possession of a Department of Public Safety Standards and Training (DPSST) basic police certificate or ability to obtain one within one year of exmployment.
The City of Umatilla is recruiting for an Associate Planner. This position requires a Bachelor’s Degree from an accredited college or university with major course work in regional or urban planning, landscape architecture, geography, or a related field and one year of progressively responsible professional planning experience. Any equivalent combination of education and progressively responsible work experience may substitute for the required education on a year for year basis. Must have a valid driver’s license or have ability to acquire. Proficiency in GIS preferred.

The Umatilla Public Library was founded around 1917 when "a group of women grew tired of watching the town [Umatilla] fall into disrepair and the loose enforcement of the laws. They decided they could do a better job of running the town. Their campaign prevailed with a clean sweep for the six female candidates.

This position requires two years post-secondary college in pre-engineering, construction technology, or a related field OR two years of lead or supervisory experience in building and related inspections, plan review and code enforcement. This position also requires possession of the Electrical Specialty Code Inspector certification issued by the State of Oregon.
The City of Umatilla is recruiting for a Certified Police Officer - School Resource Officer (SRO). The SRO works closely with school staff, students and parents and are included in discussions related to school safety and disorder. The primary activities of the SRO are problem solving, education, mentorship and crime prevention. In addition to SRO functions, this position may also perform general law enforcement and crime prevention work that includes patrolling designated areas, investigating criminal matters and enforcing federal, state and local ordinances.
The City of Umatilla is recruiting for a Street Department Lead. This position requires a high school diploma or GED and a minimum of three years of experience in street maintenance or any equivalent combination of experience and training which demonstrates the knowledge, skills and abilities to perform the essential job duties. The position also requires at least one year of supervisory experience.
The City of Umatilla is recruiting for a Community Development Coordinator. This position requires a high school diploma or GED with a preference for those with an associate’s degree or higher. Candidate must have knowledge of principles and practices relating to community development, planning, economic development and parks and recreation programs. Previous experience in local government preferred. Must have a valid driver’s license or have ability to acquire. Salary $52,510-$66,999/yr. DOQ plus excellent benefits. Councilor Daren Dufloth was born in Walla Walla, Washington and raised in Pendleton, Oregon. He enjoyed playing sports and the drums. Allowing his passion to guide him, he toured across the Pacific Northwest with several bands before moving to Nashville, Tennessee to pursue a music career. In 1989 he joined a recording artist and toured across the USA, Canada, and Japan.

The City of Umatilla is currently accepting applications for the position of Seasonal Maintenance Worker at the Golf Course. Position performs a variety of manual labor activities in the Parks, Cemetery, Marina & RV Park, Golf Course and other City facilities and locations. In order to keep the ball rolling and celebrate Arbor Month in more than one way we are launching a coloring contest for kids and a photography contest for everyone!

About Project PATH
Project PATH brings together Umatilla County and the communities of Hermiston, Umatilla, Echo, and Stanfield to address the issue of homelessness in west Umatilla County. It is envisioned to be a model program implemented to provide a PATH from homelessness - to transitional housing - to permanent housing, and try to help address the possible reasons that an individual or family may be experiencing homelessness, including: lack of work, mental health, substance abuse, or other issues.

An egg hunt for children 17 years of age and younger. Beginning at 7 pm sharp, age groups will be able to participate in an egg hunt for their age group. The City of Umatilla is recruiting internally for a Parks and Recreation Manager. This position requires a Bachelor’s in Recreation Management, Hospitality & Tourism, Public Administration, Business Administration, Physical Education or a related field. In addition, this position requires three (3) years of experience working in a recreational setting, running recreational programs, and engaging community members, along with two (2) years of supervisory experience, or any combination of education and experience which would provide the required knowledge and skill.

Transparency ensures that the actions of law enforcement officers are open to scrutiny, helping to prevent abuse of power and misconduct. As a member of the Oregon Accreditation Alliance, all Umatilla Police Department (UPD) employees (sworn and civilian) are required to complete anti-bias training each year. Anti-bias and implicit-bias training include lecture-based learning, discussions, scenarios, and small group discussions.
Body-worn cameras are essential tools for enhancing transparency, accountability, and trust in law enforcement. By capturing interactions between police officers and the public, these cameras provide an objective record of events, helping to ensure that officers are held accountable for their actions. Body-worn cameras can also serve as a deterrent to misconduct, as officers are aware that their actions are being recorded. Moreover, these cameras can provide valuable evidence for investigations, helping to establish the facts of a case and improve the criminal justice process.

Umatilla Police Department invests heavily in training for both sworn and non-sworn personnel.
